I cannot see who will pay for these limiters. I can’t not see the manufactures installing it as a standard, they are trying to cut the cost of making cars. And I cannot see people paying for it if it was an extra like cruise control. I always wondered why a speed limit alert signal system was never considered. Something you could set electronically yourself for example if driving in London you could set it to 30mph and if you exceed it by 3mph you would be given a signal.
