I find that a pretty scary concept. In theory it's good but it's also a bit TOO controlling. I imagine it will be a LONG time before this becomes reality.

    Agreed - that sounds wildly controlling to me. And, without a doubt, people should take responsibility for their own driving.

    I understand where this idea comes from - and fair enough that they want to slow down fast drivers to try and prevent accidents, but this seems a little extreme.
