How can people claim they haven't got time to recycle - it doesn't take that much effort, especially if they live in a house with a garden ,therefore have space to have the bins outside.

I think that initiatives to charge people for not recycling / having high levels of waste go to landfill is great. It should make people like this family think twice before throwing something into their main bin.

If these people can do it, why can't we:

"Compared with countries such as Austria, where 64% of all rubbish is recycled, or Belgium, where the figure is 52%, such a target would appear unambitious."

    I think more laws need to be imposed on people to recycle. They won't just do it off their own backs...they need some pressure.
