Zero-carbon homes are coming, it would seem:

"The Mayor of London has announced that 17 UK and overseas developers have expressed interest in constructing a ‘zero carbon’ housing development at Gallions Park in London’s Docklands.

At the same time initial findings from work carried out by engineering and design consultants Arup confirm that a zero carbon development on this difficult site is both commercially and technically feasible."

There are so many new homes going up in the South East that I can only hope this is a sign of things to come - I'd love to see regeneration of SE London go hand-in-hand with sustainable living.
