I'd heard of this a few times but not tracked down the website until recently.
It's one of the benefits that government tends to keep fairly quiet. In a similar way to child care vouchers that PAYE payers can receive to get tax free child care, you can make arrangements, via your employer, to purchase a bike VAT free.
It's a great idea and aimed at encouraging people out of their cars onto 2 wheels and out and about on bikes for general exercise. Worth looking into...
