According to the BBC, "street lights controlled by Essex County Council will be switched off between midnight and 0500 GMT in places where it feels it is appropriate."
This is such a simple idea, there are clearly times of the night when there's no need for street lights on every road, so any measures like this that can cut down on light pollution are ok in my book.

It's a sensible idea, but it's going to be difficult to judge where it is / isn't appropriate for safety reasons. If anyone lives in an area affected by this / travels through an area, what do you think?

Yes. I would agree that it could become a safety issue. It really depends on the specific area doesn't it?

Its a great idea and maybe places that are considered to be less sdafe can have sensor responsive lights?

Sensors are great. I bet even if they are more expensive they would pay for themselves in a short period of time in electricity saved.
